Your description is suggestive of a condition known as seborrhoeic blepharitis.

Blepharitis is the name for any generalized inflammation of the eyelids - seborrhoeic blepharitis is a common form. In this condition, the sebaceous glands at the lid margin become overactive and cause a chronic or recurrent inflammation. Crusts and scales form on the lid margin and eyelashes and may irritate the eye. A secondary bacterial infection of the eyelid margin may sometimes ensue. Please confirm this with an ophthalmologist or dermatologist and let us know their findings.
