I am 40 yrs old male. My question may be silly, but if you are a verile, non sterile male, with a small/short penis, would this make it difficult to make a pregnancy? If so, what could be done to help?

Penis size has nothing to do with fertility or the ability to contribute to pregnancy. The average vagina is between 3 and 4 inches in length so it should not be a problem with intercourse either.
