I’m an uncircumcised teenager that has never had sexual intercourse or oral sex with anyone. My problem is that there is redness that does not itch or hurt or anything right beneath my pee hole on the head of my penis. Up close it looks like thousands of little tiny veins. What could it be?

Questions like this cannot be answered without a visual examination.
If you can send a close-up view of what you are trying to describe, we may be able to suggest a diagnosis.
The fact that you have had no sexual exposure and do not experience itching, pain or discharge probably excludes a pathological condition.
Try improving penile hygiene and see if that helps.
