Are you referring to systemic adminstration (eg, IV, IM) of a drug as opposed to local (topical) adminstration?

Its a route of administration of a drug. Drugs can broadly be given (adminstered) topically (locally) when the drug substance is applied directly where its action is desired (eg, skin creams applied on the skin is topical adminstration of the cream).
When the desired effect is systemic (non-local) the substance can be given either via the digestive tract (tablets or capsules) or parenterally (eg, intramuscular injections or intravenous injections).
So for example systemic adminstration of steroids would be steroids that are given systemically (tablets, injections) and NOT topically (not steroid creams).
Sorry if I tried too hard to oversimplify things.
