My neighbor has experienced dizziness along with numbness in both arms today, and I was wondering what disease/disorder these could by symptoms of.

You did not mention the ageof the patient and the circumstances where this happens.There are many causes of dizziness and numbness which include cervical spondylosis,atherosclerosis of carotid arteries and other causes of vertebrobasilar ishaemia.OTHER causes include hypotensive episodes ,cardiac rhythm disorders and even anaemia,so ask the patient to consult his doctor for checking.
