I am an 18 year old male with no diseases, surgeries, or medications. Sometimes (maybe 2 times a week) I will expieriance a gooey kind of liquid coming from my penis after urination. Is this normal or is it bad?

It is likely that you are having some discharge from your Cowper's glands. These glands produce fluid that helps support sperm after ejaculation as well as provide lubrication for intercourse.
This type of discharge can be normal or an indication of infection. If you have any possibility of an STD I would recommend you be tested. However, most likely this is simply a normal condition.
Best wishes.
