Question: Small skin bumps at the urethral opening

I've just very recently noticed a few bumps at the very tip of my penis, at one side of the urethral opening. I'm a 24 year old male and not sexually active. These bumps do not itch and are painless. Also, I'm not facing any pain during urinating either. I'm attaching a picture with the question, in order to obtain a proper prognosis.
