Question: vascetemy and diabetes

I had a vascetemy 20 years ago right before I got diabetes. Now, my penis is showing the effects of diabetes: smaller, low blood flow, etc.. My question: will this effect the vas. performed years ago?

I think you are worrying too much! Diabetes cannot re-anastamose a vasectomy already done! Also, the only effect that Diabetes can have in this regard is impotence, which is partly psychological. Even then, it cannot have any effect on the size.
Please stop worrying if your diabetic control is good. If so, it means you will have normal functioning of all these systems. If you are not in good control or want to know how your control is, consult your diabetologist or physician.
