Question: Reporting a doctor for abuse?

A friend of mine is wondering how she would go about reporting her doctor for being abusive. I didn't get any details, would someone know how to go about reporting this?

Why can't your friend report to the police or consult a lawyer or better still report to the hospital/clinic the doctor is attached to?
