Would a person's blood oxygen level effect their blood alcohol level? Person has emphysema and is prescribed oxygen for low blood oxygen. :?

What are some causes of low blood oxygen levels? What ones are more common and what ones are rarer? Can drinking alcohol be harmful in someone who has levels down into the high 80% or low 90%?
